It's a statement that's also a question. This absolute stranger is acting very much as if he knows Edwin - he knows his name at least, and that reference to Edwin's 'lot' - but of course Edwin does not know Alan.
'This time' is another oddity that pulls at Edwin's confusion and curiosity, suggesting some...other trouble that Alan associates with him. But that isn't the most pressing concern.
(And yes, Edwin does note how Alan practically jumps away from him. He doesn't take it as insulting: he'd have done the same if this weren't becoming too old hat.)
