How he's never been around the sort of late teen attitude that Bakugo radiates, never had the friends, never had acquaintances who would dare to call him anything other than a title or some full name. Maybe that's what makes it so appealing, to stay in his company? That he's not afraid to say (or yell, really) just about anything. That he's so stubborn, so aggressive, but that he's clearly still so shy. Too shy to commit to much of anything without constant pestering, too shy to agree to anything in public, too shy to admit to wanting or needing help at all.
